A parts manual would be helpful to you -- would show you how the low speed needle is attached. The needle (the long stem that seems to be loose) screws into a housing which in turn screws into the carburetor. In addition, there should be packing around the needle that secures it in place as you screw it into the housing. If the packing is missing, the needle will move around in the housing -- as may be the case with your motor.<br /><br />I would back out the needle (counterclockwise), then do the same with the housing -- and both may in fact come out together. The needle should have a nice point on it, with no grooves. You can carefully clean it with a piece of fine sandpaper or steel wool. You would reassemble by first screwing in the housing, then screwing in the needle with the packing in place (resemble O-rings that fit over the needle shaft). Seat the needle gently (clockwise). Initial adjustment for starting is probably about 1 and 1/4 turns out (counterclockwise).
