1970 115 Evinrude prop nut

I noticed the nut is cotter pinned, but loose. Is it supposed to be or is it supposed to have some torque applied? My manual just says, "install prop". That's not much help. I looked around the forums and there seems to be a lot of conflicting ideas and info on this, but none specific to my motor.

yea, this always seems to get lost....
40ft-lbs, then tighten to next closest hole and pin.
