1970 60 hp evinrude low voltage

Hey party people, I'm looking for some help with a 1970 60 hp evinrude which is only getting 10.6v when the key is turned to on but I don't know the cranking voltage, it has a brand new battery which meters at about 13.6v and I guess I'm a little stuck
P.s. the battery is a 1000 mca brand new starting battery

Exactly where are you measuring that 10.6V? If at the battery terminals themselves, it indicates a dead cell in the battery (defective battery). If somewhere other than at the battery terminals, you will have to find the voltage drop. Do some simple voltage drop tests.

I am measuring the 10.6v at the screw board, every screw that I test that is supposed to be a constant hot is measuring at that, how do I do voltage drop tests, I am pretty new to these systems

Start at the beginning. Measure your voltage by touching the leads directly to the BATTERY TERMINALS---not the motor cables or anything else (but with motor cables connected).. Turn on the ignition to load it and see what reading you get. It should be over 12V If yo get that 10-something, the battery is defective.

Voltage drop tests are done by connecting test leads to each side of a potential or suspected bad connection. For instance, + lead to BATTERY TERMINAL and - lead to BATTERY CABLE. Load it and check voltage reading. Should be zero Volts in this instance. Any reading at all indicates a poor connection. Half the procedure is knowing what to expect. That's education.

It's not very sexy, but voltage issues can and do start with wire connectors, particularly at the battery. Make sure the big battery connectors are bright and shiny (sand paper is the cure).

Kenny I understand you measured 13.6 at battery clean all connection s at battery terminals check voltage at starter solenoid if you could also take picture of screw board or explain where the bord is would help look for all fuses clean their connections let us know what you find

So there is only 1 fuse and I have already checked that

The screw board is on the right side of the motor. I am only getting 10.7 volts when I measure the power input wire of the amplifier
