1970 60HP Lower Unit Oil Leak

The lower unit on my 1970 Evinrude 60HP engine is leaking oil at the the prop end. I checked this topic and quickly found an explanation about unburned 2 cycle oil. Although I have this symptom, I'm writing because of water found in the oil. I jumped to the prop shaft seals but I'll try the fill/drain plug seals first.

The parts illustration shows 3 seals; 2 on the shaft and an "O" ring on the bearing housing. I'll remove the prop for further indication of seals vs. unburned oil. Since the unit has not been disassembled in 30 years I'd guess the "O" ring is trapped and shouldn't deteriorate. I will also check the bearing freeplay before ordering parts. Does the bearing housing need to be removed to replace the shaft seals ? The rebuild instructions say to "Drive them out".

The bearing carrier must be removed. There are 2 seals' on the prop shaft, they are placed face to face in the carrier. There is a O-ring around the carrier, plus a o-ring under each retaining bolt holding the carrier.
