1970 85hp Lower unit water leak?

I have a water leak in my lower unit. The motor was getting hot so I changed the impeller, all lower unit seals, the t-stat, and springs. The manual says that the engine should shoot water out of the exhaust relief holes when the motor is at operating temp. The water is coming out around the lower unit where it attatches to the motor. I assume that it should have a gasket or sealant around that. I checked for sealant or gaskets when I disassembled the engine and there wasnt one. The motor is cooling, but the water is leaving around the lower unit instead of the exhaust holes.What should I do?

Water comes out of a bunch of drain holes, etc. which are there to allow all water to drain when motor is out of the water to prevent winter freezing. If water comes out of seam between midsection and LU, not to worry ... that joint is not sealed in any way, just a butt joint.

These engines have what is called a wet sleeve. When the engine is running, water fill's the space between the inner exhaust tube, and outer exhaust housing. This help's muffle the exhaust from the exhaust relief. It also cool's the lower rubber motor mount, and the outer exhaust housing.
