All the cooling water ends up going out with the exhaust to cool the exhaust. If you mean that water is coming out at the junction between the lower unit and the midsection, that would be normal. As a matter of fact, it's normal for many outboards that don't have a seal between the lower unit and midsection.
A tell tale normally only spits a tiny fraction of the cooling water. The rest goes down the leg with the exhaust.

EDIT: Wayne and Thompy gave you better, expert answers. Ignore what I wrote and pay attention to what they said.

there sould be a hole under the cowling.with the cowling off you should see a hose that exits the head and out the left side if the mid unit. exhaust and water comes out of that hole it does not pee its more like a spray. when first started its mostly exhaust but when the thermostat opens more water comes out. i have a few of these motors and i dont have water spraying out of the lower unit anywhere. i would take it off and see if there is a hole or something in the water pump housing.

I also have a the same motor, and no I don't see any water from the leg halfs. I do though have not a "pee" type stream but more like a spray so I guess its normal. Make sure like wayne said there is no hole in the pump housing and that the impeller is in good shape. Those are good little motors, and will run forever if you take good care of them. Enjoy!
