Let me rephrase....does the butterfly STAY closed without you increasing the throttle?

It stays closed yes as there is a little spring which holds it until throttle is moved. at least I think that was the case, I am at work now and it is at home. I will take it apart again tonight. I am also getting a spark tester on way home.

There at least two OMC dealers in/near Ottawa....if the Ottawa in OttawaPhil is significant.
Laurentian Marine in the south end...Bank and Hunt Club, and one in Gatineau....the old Gatineau Point sector.

Thanks for all the suggestions guys. I got it fixed. It was an air leak, the low-speed mixture screw compression washer fiber disc was deteriorated and air was leaking around there I replaced it with a piece of aquarium hose for now and that crashed into a decent gasket so it works perfect. I will order the correct part ASAP

Well it seems I spoke way way too soon. I thought that I was able to hold idle and I was but it was only because I had a massive air leak in the high-speed circuit as well. Those flat fiber washers that go around the needles were all disintegrating. Replace the ones on the low-speed first with a piece of tubing that seems to work until my parts that I have ordered arrive. That got me low-speed but then I had no high-speed due to the same problem leaking your on that needle. So I fix that one and tried it again. Now high-speed works great but low speed does not work. So I got testing spark and my spark is very weak it will certainly not jump a quarter inch gap. So I have taken the flywheel off as well as that coil thing with the spark plug wire attached to. The spark plug wire is not very well attached it came right out of the coil. I have pushed it back in but not sure if it is still good. Maybe I can epoxy the Wire back on? Is that coil even available? It doesn't look like it is in parts. What do you guys think? How can I get more spark? Maybe that's why I can't hold idle. Should I go down to the auto part store and get A new spark plug wire and boot and epoxy it on? The plug end was not much better - coming apart, so would like to replace it. What else do I need to do in here? I sanded the points but they looked clean.

Nothing much on that engine should be unavailable re: parts. You can check the shop2.evinrude site.

Epoxy is not a very good conductor....waste of effort trying to go that route.

Typically the spark plug wire on that vintage of OMC motor threads on to the post at the bottom of the receptacle in the coil. That terminal post has a thread.

Your specific model MAY be different. You should get an OEM manual. Pays for itself very quickly.

If you want to replace the wire, make sure you use copper core. Not usually available at auto parts store, but sometimes NAPA has it.
Better to use a marine dealer.

Coil has cracks in the epoxy too. So I should replace coil due to cracks? I will get that and marine spark plug wire. Can I test the condersor? I cleaned the points with fine sand paper they are shiny.

Cracked coil?? Well if we had known that a long time ago, it would have saved a lot of guessing. That coil is junk and must be replaced before you even thing of going anywhere else with this.

As per FR, you need a new coil, that one is probably OEM and past its best before date.

As per Vic, considering cost/time, you might as well put in a new condenser and points set. My experience with points is that once you dress/resurface them, the interval between each dressing is roughly halved each time.

I would have said, but had to get puller for the flywheel to see it first ;-)
Thanks for thehelp guys! Just ordered coil, condenser, points, wire and cap. Hopefully it will be running great after.
