1970 Model 400 Starter Removal

Does anyone know how to remove the starter from a model 400? I can't pull the starter straight off from the side or straight out from the top. It looks like I will have to remove the bottom cowl to do it. Does removing the bottom cowl involve completely the powerhead? Any advice you have would be appreciated.

Gotta pull the powerhead off to get at the starter. Later models had a 2-piece bracket that allowed removal of the starter without pulling the powerhead...

Well that explains why the SELOC manual was so vague. I have a lot 1970 model, I think I might be able to pull a bracket off and have enough room to removed the starter. I think some of the bolts that hold the bracket on also thread into the powerhead. Not sure if that is going to be a problem if I try to remove said bracket. Sorry for my ignorance, but this is my first time messing around with an outboard.
