IF the voltages are correct, and
IF the resistances are corect, and
IF the solenoids are installed correctly with all the pieces and parts, and
IF the lower unit is full of the correct oil, and
IF the motor is running, and
IF there is no shift--then something is wrong inside the lower unit.

It is a simple matter of the process of elimination. Every one of the IFs must be fulfilled.

I'm not 100% on being installed correctly, but to the best of my knowledge, and what i have learned here, they are. The voltages are correct, but about the resistances. I have never measured them.
