1970's 25 HP Evinrude - Very high idle & stuck in gear

I have a mid 70's 25 L/S tiller Evinrude. On my way back in today the throttle on the shifter would not allow me to go slow. It seemed stuck. I had to cut the engine when we hit the no wake zone (and I got a buddy to tow me in). Now I can't get her out of gear. She was stuck in forward and while playing around with her I now got her in reverse. What do you think? Issue with tiller shifting cable or something else? Any ideas would be greatly appreciated.

Cable and or gear/s out of sync, May also have worn parts.

Somewhere there is a spot under the cowl where the carburetor linkage and the top of the shift rod mechanism come real close together. I'm guessing it's right under the lowest carburetor without looking at your motor. I'm thinking that something is binding or maybe jammed in there causing both of these moving parts to operate wrong.
