1971 4hp fuel problem?

hey guys,

im trying to figure out a problem with my 1971 merc 4 hp.

last week it started and ran fine. then i put her aside to work on a different motor and once done went back to the 4 HP, and now it will not start.

i have done:
new impeller
new fuel gaskets
new spark plug
replaced worn/broken wires at stator and points
replaced old worn hose that goes from the fuel pump to the block (unsure of what its called)


i have checked the ignition coil - good
points were cleaned, sanded and regapped - tested good with multimeter
stator seems fine - i only have a digital multimeter, but it seems fine.
i also did a partial cleaning of the carb- i might need to revisit this.

right now i am able to pull the cord but it will not fire, i also notice that the spark plug does not get wet. should i remove the carb and do a proper cleaning? i did use an older gas tank. so some crud may have gotten in it, but im unsure where to look.

i also an unable to properly test the spark as i need the cover on to test it, i am able to run some wires but i am never sure if the connection is good enough to verify. if i remove the spark plug and hold it near the block, and spin the flywheel by hand, i do see a small spark

is there a guide to properly clean the carb?

i have a few service manuals but am unable to find one specific for the 1971 4 hp.

well im at an even more loss now.

totally took apart and cleaned the carb, still same issues.

is there a test using a digital multimeter that i can do to verify the stator?
