1971 crewscraft with a 1969 chrysler 70hp motor

I resently bought a 1971 crewscraft boat and they out a 1969 chrysler 70hp motor on it. My question is why will it not fire up? The guy gave me everything to rebuild this motor and I have done that. New coil, cap, rotor, points and wires. i am getting spark to the plugs but nothing just turns over but will not fire up. I am a mechanic of cars so I figured it couldn't be too hard but low and behold i'm stumped. Need help! What am I missing here?

Assuming you have pumped the fuel line bulb until the carbs are filled and it is hard: Set the control handle in fast idle position by pulling out the silver button or knob and pushing forward the control handle as far as it will go. Then push the key while turning it to choke the engine.

Many of these engines simply refuse to start when cold if not choked and in fast idle position.

Now: If the engine still refuses to fire and run, first replace the plugs. Sometimes --even a new set of plugs-- will spark while grounded outside the engine but will blow out and not fire when installed.

Also, if it did not take multiple pumps of the bulb for it to get hard, then check the carbs for stuck inlet needles not allowing any fuel to enter.

Firing order is 1, 2, 3 with top cylinder as #1. check to be certain that the correct wires are on the correct sparkplugs.
