Before you use your "new" engine read the advice on Awakening a Sleeping Outboard Much of it will be appropriate for you to follow.

Type C oil in the gears

The instructions for setting carb needles are HERE

I cannot find a 65hp listed for 1971 though. Care to tell us the model number in order to check it?

Re: 1971 evinrude 65hp hydro shift

1971 usually like about 5/8 turns out from soft seated. for info:

Hydro Electric Shift)
(J. Reeves)

The shifting setup of the lower unit is what's called a "Hydro Electric Shift", which is quite complex consisting of voltage being applied to solenoids in the lower unit which in turn change oil passages via a oil pump that supplies various pressure on a spring loaded shifter dog. The wires leading to the lower unit (at the powerhead) are "Green" and "Blue". The engine must be running or cranking over in order to shift out of forward gear.

You CAN NOT use HI VIS lube in that lower unit. You MUST USE what OMC calls "Premium Blend" lube, commonly called "Type C". (A thinner lube)

In neutral, you need 12v to the "Green" wire.
In reverse, you need 12v to both wires, the "Green" one and the "Blue" one.
In forward, there should be no voltage to either wire. (The spring loaded shifter dog forces the unit into forward gear)

To check the lower unit for proper shifting to make sure you have no trouble there, remove the spark plugs to avoid problems and to allow a higher cranking speed.

This next step eliminates the actual shift switch in case problems may exist there.... Disconnect the blue & green wires at the knife connectors (the rubber insulated boots) leading to the lower unit at the powerhead, then using jumpers, take voltage direct from the starter solenoid to apply voltage to the "Green" wire for neutral, then both wires 'Green" & "Blue" for reverse (Remember the engine must be cranking over in order to shift).
With no voltage applied, the unit should be in forward. No need for a ground jumper... the lower unit's already grounded. You may crank the engine with the key switch or by energizing the starter solenoid with a jumper wire.

There is no such animal as a 1971 65hp. 1970-71 motors were 60hp. 1972-73 were 65hp. There is a world of difference between the 1971 60hp and 1972 65hp, biggest difference being the ignition system. I find it hard to say anything very nice about the 60hp ignition. 65hp is fine.

On the other hand, the 65 is overly sensitive to the slightest bit of overheating. Keep it out of the weeds.

Re: 1971 evinrude 65hp hydro shift

I have a motor that seems to be the same.... lists as a
1971 Evinrude 65HP CTS with the Electric Shift.

Runs great, but I am a bit concerned about the water cooling in it. Had a professional marine shop install a new water pump this past summer, and they said it all looked great internally. But my concern is that there is no typical "pee hole" to see water stream out of when the water pump is running. All i can locate is two small exhaust port holes above the water line, larger slotted water retunes above the horizontal fin above the prop, and water intake on the lower unit down by the prop shaft.

The reason I am confused is that when running, and the motor gets up to temp it runs fine, but I never see water coming out the two exhaust ports, and it seems that all the water returns are below the water line when in the water?

I ran it for quite a while the other day on muffs, and noticed with the motor running there was water pushed and flowing heavily out of the upper water return, the one just above the bottom horizontal fin... and when the motor is shut off it stops. I am thinking this is telling me that the water pump is circulating?! Any thoughts? Motor is in INCREDIBLE shape and want to make it last! Its on a 1971 Thundercraft Titan 15', and will push it to about 35mph.

Anyone know where I can get a manual to view online for this evinrude too? I appreciate the help in advance!!!

Water "tell tale" is those two exhaust relief hole on the backside of the midsection, below the powerhead. Should be some spray coming out. You cannot test a water pump by running on muffs because it is being force-fed by the hose. You could completely remove the pump impeller and it would cool with a hose supplying water pressure.

Thee still is no such thing as a 1971 65hp. 1970-71 was 60hp.
