1971 Mercury 65hp won't get gas into the carbs

The gas enters the fuel pump but then never comes out. Iv'e replaced all the internal parts including the diaphragm and check valves. Please help.

Hoses arn't leaking
Good compression
Just cleaned the carbs and replaced parts within
New water pump

Does gas go through the fuel pump when you pump the primer bulb?
