1971 Propeller Legs won't go up and down

1971 Sea Ray with newly re-built dual 4cyl Mercury engines. Stored boat over winter and just started last weekend. Engines run fine but when I engage the Leg tilt switch the Legs will not move and the engines sound like they are being put under a huge load and start to stall. Everything worked great when I put it in storage.<br />Any Ideas
