The starter went up, and now it wont come back down. Why? How do I fix it? I have tapped on the side of the starter, and nothing.

Now I have another problem with it.<br /><br />I removed the positive cable from the selenoid, with the key on I 0volts at selenoid, with the key off I have .51 volts at selenoid. What is the deal here?

Nathan,<br /><br />More than likely your starter Bendix is sticky. Spray the shaft of the starter bendix with WD-40 while rocking (back and forth) the flywheel manually-gently.<br /><br />Make sure the battery is disconnected.<br /><br />Now, run the bendix up and down the shaft by turning it clockwise and counterclockwise. While doing that, keep spraying the shaft with WD-40. <br /><br />Note: The starter ring gear turns the opposite way of engine rotation to engage.
