Hi I am buying(I think)a project engine on speculation for $150.00 has 99 lbs compression in each piston and spark shows on each plug. Has Harness and electric start. Electronic ignition conversion module- Cant test yet though-- am I off to a good start?

Nope, not a good deal. But I'll take it! :D You have compression and spark, if the carbs pass fuel she should run. I think you're off to a good start.
