I needed to check the thermostat recently and putting back together, I can't really tell if there is a gasket or not. I'm detecting the remains of a very thin gasket paper gasket if any. Is there one? Can I just seal with gasket sealant? Also, is it unwise to run motor without thermostat on a permanent basis?

Check out part #24 in the diagram, 0311145 gasket for the thermostat "cap" (cover):

Evinrude Cylinder And Crankcase Parts for 1972 6hp 6202D Outboard Motor

You can run the motor without a thermostat, but it won't warm up to operating temperature and won't idle properly. These are specifically designed to run with the 'stat, gets the powerhead nice n' toasty for a clean idle.

Running too cold will also promote premature wear of the cylinders.
