1972 Sears TW Gamefisher engine problem when choke closed

I have a 1972 Sears Ted Williams Gamefisher. Model #217-59431. I've been doing some work on it. The problem I'm having right now is that the engine sounds like it's racing out of control when you press the choke in all the way. As soon as you pull the choke out to about the 3/4 position, its stable but just not putting out full power at full throttle. The engine will also not start unless you have the choke about 1/2 in. Any advice on my problem? I also have a question about which direction the choke shutter should turn. Mine turns to the right when you press the choke in. Is this correct? That's the direction its gone since I got it. The Eska and Tecumseh manuals say the chokes will work in either direction but must be set to turn according to the carbs requirement. Thank you for any help with the problems I'm having.

Sounds like your choke is working ok, but with out going into alot of detail as to a rich or lean condition here and what could cause it, I suggest a complete carb rebuild including all gaskets new fuel pump bladder and welch plug with a good soak in carb cleaner and a lot of compressed air and set the float accurately. the works...:) you need the tecumseh carb manual as well and it around here someplace.
