I hate to sound this ignorant but... I got this motor second, well probably tenth handed. I think the vacant hole on the bottom right of the mounting flange is where the "missing" fuel pump is supposed to go. is this correct?

The carburetor is assembly no. 631600, it is mounted in a 5.5 hp Tecumseh model number 643 14A, on a Ted Williams model number 217-59431.

Any information and help would be greatly appreciated!!!

You are correct, sir! There is supposed to be a red, (orange?) fuel pump element in there. Until you get one in there, and at the right 45 degree angle, no fuel delivery for you. Get a load of this;

It's number 6 on the 'sploded view, part number 630953. Oh, cool beans, baby, it's a points motor. Be careful of aftermarket carb to reed gaskets, too, they are thinner than OEM stuff, and that will mess with the sync between the timing and throttle linkage.
You can use the Sears partsdirect site to get part numbers, and see 'sploded views, but you'll want to get parts from Certified Parts Corporation, or boatsportandtackle.com

There are a couple of Phd's in sears/Eskology there, and some very useful information about your motor, and how to make it act right. good luck with that thang.
