The carbs will always be closed at idle -- idle speed is compeletely controlled with spark advance.

Erratic idle is symptomatic of throttle cable misadjustment (too loose). When you get the idle adjustment part of the procedure, check to see that the idle set screw is neither fully in or fully out. If it is, or if it's not butted up against the throttle lever, adjust throttle cable where it enters the cowl, using the thumbscrew. Small adjustments -- a little bit goes a long way.

Thanks jtexas, I understand the throttle is always closed at idle, the problem I am having is that even with the throttle fully closed I'm getting slightly higher rpms(in neutral) than I should be, 1,200-1,400. I don't recall the exact number, but it was steady. I hope to go out tomorrow and check into it a little further(rain today).
