A blown head gasket is usually very obvious. There's a metal ring around the cylinder opening that's crimped to gasket material. Usually when it blows, the gasket material blows out of the ring and you will lose compression into the water jacket.

Cause I got material that is right beside the metal ring that has a chunk missing showing metal wires how it's formed on there that came off could water have gotten into the cylinder and made it to where the cylinder didn't have enough lubrication?

Water in the cylinder would clean out the carbon, so if you see a lot of carbon you probably don't have water intrusion. Can always try a fresh gasket and see if there is improvement in compression. You need to resurface the head, though. Use a piece of 400 grit wet/dry sandpaper on a hard, flat surface (piece of glass works). Move the mating surface in figure 8 fashion until the shine is uniform all around. (Heads warp.)

Okay so Piston rings are shiny around, I'm gonna do the figure 8 motion later today been busy with my apartment lol if things could go wrong they will for me lol haha. Also I took a video of it trying to start and I saw the starter cog jumping up and down while trying to turn the motor over so what could be my problem with the starter if I got new brushes polished armature, new 2 gauge wire and refurbished marine optima battery.

When cranking, the bendix will let the gear drop anytime the engine catches and the flywheel goes slightly faster than the starter motor can turn it. In normal operation, the first time that happens is when the engine catches and runs.

When I lapped my heads, I had to remove a lot of material to get them flat. I used 100 grit until the surface was even, then switched to 320 to finish.
