1973 evinrude 65hp not pumping water

Hi,
I just purchased a 1973 Evinrude 65hp that fires up and runs well, but doesn't seem to be pumping water. I wanted to know if there was a specific procedure when removing the lower unit to access the impeller. I have removed the 4 main bolts that hold it together but i'm not sure if there is an attachment on the top of the shift shaft that must be accessed first. model #65373r

Yes, the shift rod must be disconnected. Bolt is below the bottom carburetor. Use a 7/16" wobble socket and long extension to access it. 1/4" drive preferred'

AND, there are more bolts to remove. One just forward of the trim tab, and one concealed above the trim tab (remove the trim tab to access it)
