1973 johnson outboard motor

help i have put on my muffs and started the motor ,well there is no water comming out of the water holes and there is really black oil or thick tar comming out the middle of the proppler which i think is the is the exhaust, a buddy said that the oil is normal from sitting 2 years and not running ? please help me i want to use my boat this weekend

The oil is from the engine and is exiting through the exhaust as it is expected to. There is probably an excess because the engine was properly fogged when it was stored.​

You should get a new water pump impeller to start with, then check the thermostat. If the carbon is looking heavy on the plugs, its probably time to decarb the engine.
