When you get gear oil out of your driveshaft-water pump area does it mean that the seals under the water pump base are faulty or some other seals?

OK, no input on leakage, how about the water pump base plate and how to remove it. It seems to be stuck, it does not budge. Can I use chisels to pry it off without harming the base?

Thanks for the hint MARK, I still can't budge the base plate, even though I've been soaking it in DEEP CREEP. I'm hesitant in using a chisel. I also will try the pressure leak test
