1974 150 tower of power

I have two of these motors one a 74 the other a 77. the 74 has good compression so i bought it. i figured for $300 it was worth it plus got a good trim motor and all controls and steering. my question is what steps should i take first to get it running? my first thoughts are carb rebuild kit, fuel pump kit, and impeller. the seller told me that it ran when he parked it. he said the transom was shot on boat. i believe him cause i took the motor off of the boat it was couldnt believe motor hadnt fallen off. so any an all suggestions would be help full. this is the first time messing with an outboard motor.
ps the 77 runs but has only 60lbs compression on #1 cyl.

Not that I know much about your motors, but I would add new fuel lines, and check all wiring for badly corroded wires and connections to your list. I'd also shoot some 2-stroke oil into the intake when the carbs were off, and cylinders, and try to get everything decently lubed up before cranking it the first time.
