1974 40 HP Evinrude Throttle Issues

Exact model is 40555C. I just bought this motor and it originally had controls for throttle and forward/reverse on the motor itself. I needed cables on it and it has a spot for them to attach so thats what I did. They work fine but it won't stay at full or even half throttle, it just slowly goes back to idle. I tightened the pressure screw on the control lever all the way tight with minimal results. With no cables attached it always goes back to idle, you have to hold it open. My question is this - is it safe to remove the spring in the throttle linkage that pushes the throttle to idle?

no, it is designed that way on purpose, if you get knocked in the head or fall out, it is suppose to automatically come to idle.
