1974 Evinrude 25hp issue

I’m having trouble getting my outbourd to start and run. I’ve rebuilt carb, replaced water pump, fuel pump, starter solenoid, fuel lines, thermostat, coils, plugs, and wiring using the original manual. It will turn over, but won’t start. Do I need to tear it down and rebuild? It has great compression and cylinders look clean. Thanks

Measure spark with an open air adjustable tester (not the inline type). If no or weak spark, reset the points according manual instructions.

Finally got time to work on the motor. It was the points. I took it out yesterday and it ran fairly well, but it will not go to full throttle. There was a little surging but it eventually stopped. Now when in full throttle it’s only at about half rpms. All the fuel lines are new, new tank, rebuilt carb, new fuel pump, etc. any ideas? Thanks for the help.

Sounds like it is running on 1 cylinder. You said points. Did you replace them or adjust them? The points need to be cleaned even if new. Spark should jump an open air gap of 1/4 inch or more on both leads.
