Update: Replaced the stator with a good used unit and vroom-vroom. Revs up nice and sounds nice and snappy. Does have a random idle speed cough. Could just need a tad more sync work or since it sat so long before I got it, it just needs a good decarb and run it good and hard out on the water.

A random cough could be a "lean sneeze". Typically, that's a carb issue. Possibly the internal idle passages inside the carb may be somewhat restricted, causing it to run lean and miss every few rpm's.

Cold weather, cold engine will cause lean sneezing too. Is the manual choke in "Automatic" position? Is the hood on to hold in any warm air?
