1974 mate 2 hp recoil - pawl won't engage flywheel

Picked up a 1974 2 hp evinrude mate at a garage sale, mostly complete with a cable instead of a rope on the recoil and needed a new plug wire. Seemed to pull over fine, but when i replaced everything, the pawl no longer engaged the teeth on the flywheel. I replaced the pawl, but still have the same problem. Is there a height to set the armature plate or a spacer that is missing? I haven't found one on any diagrams, but who knows? Thought I still might have had a recoil problem, but i have another of the same motor and swapped the new one over to that and it works fine. Thanks for the help.

Make sure the hub in the center is seated correctly in the housing. There are two bumps on the bottom of the hub that must seat in the two related detents in the housing.

Just to be clear, you are referring to the hub on the recoil proper, not the armature plate? I'm will look further into that but I'm not sure why it works on one motor but not the other and the recoil form my other one also does the same thing on the new motor? Thanks for the help!
