1975 25HP 'Rude; hard starting, bulb soft

My 1975 25 hp 'Rude is hard to start. It will only start when it has almost full throttle. The throttle limiter in neutral is out of adjustment. Some days it won't start at all. The bulb won't get hard. I have a new walmart tank and hose. Where should I start looking?

How was it before the new fuel tank ????
Could be an air leak or a fuel pump failing.

Its the same tank I had when I bought it. I need to try the tank on my 6 to rule out a tank problem, or try my 3 gallon tank of somewhat higher quality. Thanks.
