On my `75 25 hp, the previous owner drilled and tapped the exh cover and put the fitting there, then ran a hose down to the lower pan and installed the water outlet. Try doing a search on here for adding a tell-tale for other ideas.

Here is what the previous owner did. I don`t know if it works as i`ve got the motor apart right now.
