Just bought a '71 model with the same problem. It is a minor fix. If you face the front of the motor and look at the linkage on the left side of the caburator, then look up toward the flywheel. There is a lever that is attatched to the block that acts as linkage. This linkage is contacted by the throtle linkage under the flywheel. More than likely the linkage is binding somewhere b/t the flywheel and the carburator. Sorry for not knowing all the names of the parts I just know how to fix em up. Let me know if this helps.
