1975 mercury no spark

just got a boat motor and trailer for 50 bucks. someone has rigged up the wiring on the distributor. can this be hotwired or can someone tell me which wires are hot and ground?

sorry guys this is a 650 mercury and according to the serial number it is a 1963 model.
