1976 135hp Evinrude V4 starting problems

I recently rebuilt the carbs on this engine and now have trouble starting. It seems to not get enough fuel even when the choke is on. I can hold the choke on and crank for over a minute and the plugs appear nearly dry. How is fuel routed in these carbs with the choke closed? <br /><br />Spark seems fine. <br /><br />Regarding the carb rebuild, I did not remove the soft plugs or the (main) pick up tubes but did blow everything out with air after Berrymans spray cleaner. I also probed all the passages I could with a strand of copper wire. The rest of the gaskets, floats and seats were replaced. The float levels are a bit richer than level with the gasket surface. I set the throttle butterflys to open together. The bowls do have gas in them. <br /><br />I also replaced the water pump impeller but cannot see how that would effect starting.

Sorry to belabor this but one other bit of information may be of use: the spark plugs are new Champion UL77v surface gap. The engine had standard anode type plugs in the past.
