Normally you would work your way out from the center of the exhaust cover, torquing halfway and then full torque. 70 ft LBS sounds too high and 70 in LBS sounds too low. Best to get correct torque out of service manual. Bolts are usually 5/16", maybe grade 5.

Yeah ill ask them when i go pick up my gaskets on torque
