My 77 had the same hole, my belief was it waas just there, never did anything with it and it didnt affect how the motor ran. Hopefully I am right, hate to give bad advice.

I think the plate that the hole is in is part of exhaust manifold, but not sure.

That hole was put there to drive you nuts wondering about it. Nah, actually if you drop back a few years you will find a temperature switch in that hole. The switch was used to activate the semi-automatic choke. Since the semi-automatic choke was no longer used in 1976, the hole simply was left open.

Now relax.

The black holes like that which are left open will tend to inhale star ships and stars, so be carefule, don't park your Mercedes too close to it.
