Motor starts ok, but when underload will act like it is only running on one cyl, then all of a sudden go to full power for a while and then back to one cyl. There does not seem to be any relation to throtle position. Any ideas what it might be?

I'd do a spark test under load (while its acting up. An automotive inductive timing light works great for this. Do each sparkplug wire til you eithet find them all firing or you find an intermittant one. Sounds to me like one of your coils is acting up. Could be as simple as a bad coil ground or could be a bad coil.

Take a look at the fuel system. Make sure there are no leaks in the hoses and connectors. I chased a similar problem for a long time and really wanted it to be an ignition issue. I finally broke down and got a manual and some carb kits. I found the problem during disassembly. It was a small chunk of dirt under the needle valve seat on one of the carbs. It was stopping fuel from filling the bowl properly.

My symptoms were intermittant, sometimes it ran fine for short periods, sometimes even a few hours. Other times, it would not run much over idle speed. When I tried it would surge up an down. My advice is to go all the way through the fuel system first. I actually had several issues, including old hoses that did not have proper clamps on them, a weak fuel pump, and the dirt. You can address every issue in the fuel system for far less than you'll spend messing with the power packs, coils and such.
