1976 85hp johnson power pack

Is there a constant hot wire, should it be hot with ignition on or while turning motor over?

That should be CD ignition. The power for it is separate from the 12v starting/charging system and voltage to it can't be measured with a voltmeter without something called a DVA adapter. For the circuit that is on with the key, look for purple wires. But they won't go to the power pack. Ignition voltage is supplied by the stator under the flywheel once it starts spinning.

No that is alternator driven ign. and is grounded off like a mag., 12v volt will burn something up--sorry I guess willy aleady answered you
