1976 Evinrude 15hp inspection

Well I just got the motor today, here is what I found.

note: the guy told me it was firing only on 1 cylinder.

1. the first thing I checked was the spark plugs to see if they were getting spark and both were, which was weird.

2. there is a small chip out of the flywheel, about half an inch.

3. I was going to inspect the ignition components under the flywheel but couldnt get it off with my puller. I tried for a couple of hours and gave up. One of the threads has been stripped, but had threads down in there, so I could get a bolt in there, it was just rough at the top. I tightened, knocked, tapped, tightened till it wouldnt tighten any more. I will have to mess with that later.

4. the screen in the fuel pump has some red, rusty looking stuff in it. maybe its what gas looks like when its dried up, I dont know. I cleaned that with carb cleaner and sprayed a bit in the fuel pump.

now, i was going to wait and clean the carb and put a new impeller in, but I couldnt stand it. I loaded it up and took it to the lake.

It started on first pull choked, and then started on next with no choke. Idled down real quiet.

it ran good at top end and sounded good, but there was a couple of problems I found.

when I twist the throttle all the way down, it will die. Come to look at it though, when its twisted all the way to slow, the cam is not even touching the roller from the carb. Is that correct?

when its throttled down, should the cam actually loose contact with the roller because it goes over so far?

tillers are suppose to die when throttled all the way back.

better soak them carbs and do that waterpump

I believe that model has an adjustment on the side behind the fuel hose attachment that you can adjust. I believe its an idle stop type thing. Part #37 on the diagram I've linked you to. If I remember right, you can turn that dial and your throttle grip won't be able to back the armature plate far enough to kill it and you'll have to cut it off with the kill button. But your carb could be dirty, too, and that's why it's dying on you. I believe the roller should come off the cam a short distance when throttled down all the way.

BTW, I'm with Benny on the impeller and carb cleaning/tank cleaning thing. I believe your tank may be rusty and that's what you found on the filter if you have a metal tank. You can only clean a carb by taking it all the way apart and cleaning it, cleaning/blowing out all the passages. I'd definitely do it especially if you can't get it just like you want it with the idle stop adjustment on the side.

Yea, I have totally restored a 71 9.5, but it didnt come off the cam like this one is doing. If it is supposed to die when not throttled at all, I am fine with that.

Thats the first thing I am going to do is overhaul / clean the carb, and get a new impeller.

I want to be able to pull the flywheel to look under there and just for future.

When these things are stuck on there, do you guys use a penetrating lube or what to help them? and I know I guess I should let it sit over night.

Congratulations on your first outing. Many motors perform much worse when they've just changed hands. That part # 37 is great for setting a trolling speed that you can use as a reference after you stop the engine or change locations, you can throttle back to the exact speed you were going previously. You have been given good advise above. In the FAQ part of this site there is an article about "awakening an outboard" and several articles written by a Leroy Wiesner (sp). Read them both and many of the others for that matter. You mentioned spraying carb. cleaner in your fuel pump. I would never do that as carb cleaner can damage plastics and man made materials. Use it on brass and any metal but be very careful where else you use it. The chip out of the flywheel could cause it to be out of balance but you can decide if it's a problem. Are you using a harmonic balancer puller that has bolts going to all three holes? You should be. I can only suggest tightening it as tight as you think you dare and leaving it for a time and then tighten it some more and leave it again.( even over night if necessary) A rap with a hammer on the center bolt might be what's required. The readers on this site are a great bunch and will get you through most any problem but you would be doing yourself a favor if you bought a factory service manual. Good luck. Rick.
