Can someone tell me How to fix 1976 Slickcraft with twin 165hp mercruser engines with hard to move throttle cables

Could use a bit more info to attempt to help. Which part is hard to move (cables, throttle control, shift plates or outdrives)?

What have you done/tried to figure it out?
