Are these stringers foam formed?

I have pulled at least 1000 pounds of foam out, all the floor plywood was rotten, at the front of the stringers I can feel foam. I am pretty sure they are foam formed stringers....what next.

CONFIRMED.... There is small amount of fiberglass, then 1/4 inch wood, and more fiberglass...then very SOGGY foam.....

Thinking cut top 1/2 pulling foam out, but get stuck, refill with foam, reinforce with wood, or just wood and then cover with fiberglass... not sure, or thinking scrap this and repower my 1966 starcraft aluminum boat with this motor.
