1976 tilt trim repair

I bought a my first boat which is a 1975 baja 16HSL the tilt trim will go down but not up not sure what could be wrong the previous owner unhooked the cylinders things from the motor when facing the motor the left one can be moved up and down by hand easily but not the right one is this normal and any ideals on what might be the problem

The port side cylinder is the trim cylinder. The starboard cylinder is the tilt cylinder.

Click the first thumbnail for the description of the functions.

The diagrams show the flow of hydraulic fluid in either direction.

The tilt function should work in both directions at idle or low speed, with or without the trim cylinder, as long as everything else is correct.
