I haven't run the moter in over a year, but I did have stabal in the gas, it started good with the muffs on, yesterday I took it to the lake, it would run pretty smooth on low speed, but when I would give it the gas it would start to plane then slow down. When I got it home i checked the plugs they were wet and olily. Then I relized I diden't open the air vent on the gas tank, could this be my problem?

It might of been getting air locked, since the vent wasn't opened, when you go out the next time make sure it's opened. Also if you haven't added any fresh gas, I would get rid of the old and start with new, make sure you get the proper ratio of gas and oil mixture. I don't believe in the fuel stabilizers my self I drain the tank when I know it's going to be parked, them tanks can swet (especially metal tanks) and moisture can get in the gas. Was it putting water out of the proper areas, tell tale, and other ports like it was supposed to when you had the muffs on and running the motor? This is something that also needs to have a close eye on as this has to do with cooling system of the motor. If you haven't checked the flow of water coming from the tell tale and the ports on the under side of the cowling, I can't remember were the ports are located on your year motor. I would check it on the muffs again you don't want to burn that motor up. Just my 2 cents, bump for more input also.

Good deal at least you don't half to worry about that cooling system by the way it sounds. The reason I mentioned that is because the water impellers do rot out on these motors even when sitting, sometimes it is normal maintanence to half to replace the impeller after breaking the motor out that has been sitting for a year or more. Forgive me I don't believe your motor has a tell tale on it being a 77 model unless one was added on. I wasn't thinking about this at the time, I apologies for that. Worst comes to worst if opening the vent doesn't straighten it out, try some sea foam in the gas. If that doesn't work you may half to clean the carburetors.

air vent would be a fuel restriction, and the pump can't suck from a vacuum, i would check your spark, and then the carb high speed jets. also the float could be stuck open, allowing extra fuel thru the carb.

Well that air vent was not the problem, took the boat out today and it would do the same thing, but when I would squese the hose pump 4 or 5 times it would go like a scart cat for 5 or 6 seconds than slow back down, does this tell me i need a new fuel pump?

And another thing, when I got it home I put the muffs on and when I would squart some fogger in the top carb it would slow down and when I would put it in the bottom carb it would speed up, what does that tell me?

If you are speaking of aerosol fogging oil when you say fogger, the reaction does not correspond to any typical situation.

However, the fuel pump does not treat the carburetors differently, so lets assume that the fuel pump is OK and concentrate on the carburetors. They need to be removed and cleaned, by the book and using good complete rebuild kits.

Stabil helps to prevent the premixed fuel from going bad and leaving gel to clog your carburetors. It is most effective in a airtight tank It will not do anything about water in the fuel, which may be at least part of your problem. You need to have a water separating fuel filter to remove water, and dump it or replace it often.

Have you completed a compression check and spark check?

Yes on the compession 96,95,94 & 95 that all I tested I diden't test the spark, I would have to find out how to do it.

Get yourself an inline spark tester available at any auto parts store, usually about 10 bucks. Set the gap to 7/16 of an inch. Remove all plugs, grounding out leads not in use, then 1 cylinder at a time install the tester, turn over the motor, and the spark should jump the gap with a strong blue ZAP!!

Yes, and you should have a filter. I have one on my 1976 115HP, which is very similar to your motor.

Get a full sized water-separating fuel filter base from a dealer or here at iboats. The OMC/BRP units are fine, but the Mercury base PN 89876A-3 will take a lot more filters from different manufacturers, including the ones with the bottom drains.

Mount the filter base in the fuel line as close to the tank as possible.
