The only thing the rectifier does is convert the AC voltage from the stator to DC for battery charging.
I think your problems lies in the issue of the boat setting for two years. Your carbs likely need overhauled to get the varnish out of them. Easy way to find out, next out, take a spray bottle of premix with you. When you go to full throttle, shoot some premix into the carbs. Engine should pick up rpm.
