1977 Evinrude 35 HP shift

I have this motor for a couple of months. It looks pretty clean just can't seem to keep it running. Just replaced the fuel pump but now it seems hard to shift. I can't seem to get it in neutral. Help!

make sure you throttle down and try spinning the prop by hand while you shift.
