1977 Evinrude 35hp Resistance turning over

Hi, Just bought this motor non running. I turned it over by hand and sometimes it turns over OK, but sometimes it has a real rubbery feeling resistance. It makes kind of a rubbery noise when turning the flywheel. the rubbery noise is coming from the bottom of the powerhead, where it meets the exhaust housing. It will how soo much resistance to where it wont turn over. you have to work it back and forth to get it to turn over. The couple times it turned over good, I checked the compression and it turned out good. Anyone have any idea what would be causing this? Thank you

That a pencil and stick down the plug holes, one at a time and make sure the rods are at lest moving the piston up and down, if they are you should take the lower unit down to see if the problem is in the engine or gear cace--Bob

Both pistons are moving as both cylinders have 135lbs of compression. Sometimes it turns over fine, and sometimes its really hard to turn, and makes a sound like rubber binding up right at the base of the engine. I will try to get the lower unit off and see if it spins over free then. Any other ideas? Thanks!
