1977 Evinrude 70hp - no spark

First, I'm completely inexperienced and don't know the mechanics involved, but need all the help and advice possible.

So, the problem is that the motor turns over but won't start. Have tested and there is no spark on any of the 3 cylinders. What are the troubleshooting steps to try and fix the problem?

Does your engine have a kill switch?

It is usually attached to a lanyard that is SUPPOSED to be attached to you.

No kill switch. Also, there is a thick oily/greasy fluid that was coming out of the spark plug hole. Not sure if that's related.

Look for a blown fuse, in a black rubber fuse holder, near the starter solenoid.

The goo is unburned fuel and oil.

The fuse isn't the problem, checked and it's fine.

Find the black/yellow kill wire, disconnect it from the powerpack, and repeat your spark test. Best to have plugs out for this test -- if it starts you'll have to choke it to shut it off. Use jumper wires to ground the other two plug leads while you test one.

If it sparks with the kill wire disconnected, it means that wire is accidently shorted to ground somewhere in the circuit. Look for anywhere the insulation could be chafed or burned off; also check the keyswitch -- the two "M" terminals should test positive for continuity when the key is "off", and open circuit otherwise.
