1977 invader intruder

Any body know why this boat run's fine in gear on the hose perfect ,rpm and speed ,drop it in the lake ,motor's running fine but no throttle putt putts it's driving me crzy. any ideas? 2.5 litre merc pre alpha.

Ayuh,.... Ya gotta do better than that for a reasonable response....

Is the prop turnin',..??
Is the throttle cable hooked to the carb,..??
