1977 Johnson 200 Choke Question

I have a 1977 Johnson 200 and it has three carbs but only the bottom two have the choke plate that covers the mouth of the carb and acctually chokes the engine. Is this normal or am I missing a choke plate on my top carb? Thanks

I have read of this too many times to think that it is anything but normal.

Thanks for the info my manuals dont show the three carb set up with any detail.

This is the way the factory built them. My 79 only had two. That setup will work just fine, but will tend to lean sneeze a little more during warmup.
